China issues opinions on Further Strengthening Biodiversity Conservation
According to Xinhua news agency, Beijing, October 19: Recently, the general office of the CPC Central Committee and the general office of the State Council issued the Opinions on Further Strengthening Biodiversity Conservation (hereinafter referred to as the Opinions), and issued a notice requiring all regions and departments to earnestly implement it in combination with reality.
Opinions put forward clear requirements from nine aspects, including accelerating the improvement of biodiversity protection policies and regulations, continuously optimizing the spatial pattern of biodiversity protection, building a complete biodiversity protection monitoring system, focusing on improving the level of biosafety management, innovating the sustainable utilization mechanism of biodiversity, strengthening law enforcement, supervision and inspection, deepening international cooperation and exchange We will comprehensively promote public participation in biodiversity protection and improve safeguard measures for biodiversity protection.
Opinions on Further Strengthening biodiversity protection
Biodiversity is the basis for human survival and development, the blood and foundation of the earth’s life community, and provides human beings with rich and diverse production and living necessities, healthy and safe ecological environment and unique landscape culture. China is one of the countries with the richest biodiversity in the world. Great achievements have been made in biodiversity protection, but it still faces many challenges. In order to implement the relevant decisions and arrangements of the Party Central Committee and the State Council and effectively promote biodiversity protection, the following opinions are put forward.
1、 General requirements
（1） Guiding ideology.
Guided by Xi Jinping’s socialist ideology with Chinese characteristics in the new era. We carried out the spirit of the nineteen and nineteen second, third, fourth and fifth plenary sessions of the party in China, and thoroughly implemented Xi Jinping’s ecological civilization thought. Based on the new development stage, we carried out the new development concept in a complete, accurate and comprehensive way, constructed a new development pattern, and insisted on ecological priority and green development. With the goal of effectively addressing the challenges facing biodiversity and comprehensively improving the level of biodiversity protection, we will solidly promote major projects for biodiversity protection, continue to strengthen supervision and law enforcement, further improve the protection capacity and management level, and ensure the comprehensive protection of important ecosystems, biological species and biological genetic resources, Integrate the concept of biodiversity protection into the whole process of ecological civilization construction, actively participate in global biodiversity governance, and jointly build a harmonious and beautiful home for all things.
（2） Working principle
——Respect nature and give priority to protection. Firmly establish the concept of ecological civilization of respecting, conforming to and protecting nature, give priority to protection and natural restoration, follow the law of natural ecosystem succession and zonal distribution, give full play to the self-healing ability of the ecosystem, avoid excessive human intervention in the ecosystem, and effectively protect important ecosystems, biological species and biological genetic resources, Ensure ecological security.
——Improve the system and make overall progress. Under the leadership of the CPC Central Committee and the State Council, give full play to the overall coordination role of China National Commission for biodiversity conservation and improve the annual work scheduling mechanism. All member units should focus on improving ecosystem service functions, focus on key regions, fields and key issues, perform their respective duties, coordinate, cooperate closely, exchange information, and promote biodiversity protection in an orderly manner.
——Implement at different levels and link up and down. Clarify the central and local biodiversity protection and management powers and responsibilities at different levels. At the central level, we will do a good job in top-level design such as planning and legislation, formulate and issue policies and measures, planning and technical specifications, and strengthen guidance and support for local work. Local Party committees and governments at all levels implement the responsibility of biodiversity protection and form a joint force.
——Government led and multi-party participation. Give play to the leading role of governments at all levels in biodiversity protection, strengthen management, investment and supervision, establish and improve the long-term mechanism for enterprises, institutions, social organizations and the public to participate in biodiversity protection, improve the consciousness and participation of all sectors of society in biodiversity protection, and create a good atmosphere for the whole society to participate in biodiversity protection.
（3） Overall objectives
By 2025, we will continue to promote the background investigation and assessment of priority areas for biodiversity protection and national strategic areas, build a national biodiversity monitoring network and a relatively stable spatial pattern for biodiversity protection, and the natural reserves dominated by national parks will account for about 18% of the national land area, the forest coverage will be increased to 24.1%, and the comprehensive vegetation coverage of grasslands will reach about 57%. The protection rate of wetlands has reached 55%. The retention rate of natural coastlines is no less than 35%, the protection rate of species of wild animals and plants under national key protection has reached 77%. 92% of terrestrial ecosystem types have been effectively protected, the integrity index of aquatic organisms in the Yangtze River has been improved, the collection and conservation of biological genetic resources has remained at the forefront of the world, and a mechanism for sustainable utilization of biodiversity has been initially formed. Basically establish policies, regulations, systems, standards and monitoring systems related to biodiversity protection.
By 2035, biodiversity protection policies, regulations, systems, standards and monitoring systems will be fully improved to form a unified and orderly national spatial pattern for biodiversity protection. The status of natural ecosystems such as forests, grasslands, deserts, rivers, lakes, wetlands and oceans will be fundamentally improved, with a forest coverage rate of 26% and a comprehensive grassland vegetation coverage of 60%. The wetland protection rate has increased to about 60%, and the nature reserves dominated by national parks account for more than 18% of the land area. The typical ecosystems, wildlife species under protection, endangered wildlife and their habitats have been fully protected. The aquatic biological integrity index of the Yangtze River has been significantly improved, and the acquisition and benefit sharing of biological genetic resources. The sustainable utilization mechanism has been fully established, and the protection of biodiversity has become citizens’ conscious action, so as to form a good situation in which biodiversity protection promotes green development and the harmonious coexistence between man and nature, and strive to build a beautiful China.
2、 Accelerate the improvement of biodiversity conservation policies and regulations
（4） Accelerate the construction of the rule of law for biodiversity protection. We will improve the biodiversity protection and regulatory system, and study and promote the formulation and revision of laws and regulations in the fields of wildlife protection, fisheries, wetland protection, nature reserves, forests, wild plant protection, access to biological genetic resources and benefit sharing. Study and draft regulations on the protection of traditional knowledge related to biodiversity, formulate and improve the list and management measures of alien invasive species. All localities can issue corresponding local regulations on biodiversity protection according to local conditions.
（5） Incorporate biodiversity conservation into the medium and long-term plans of all regions and relevant fields. Formulate the national biodiversity conservation strategy and action plan in the new era, and prepare the ten-year plan for major biodiversity conservation projects. When formulating the five-year plan for national economic and social development, all provinces, autonomous regions and municipalities directly under the central government shall put forward the objectives and main tasks of biodiversity protection. Relevant departments will incorporate biodiversity protection into industrial development planning, strengthen sustainable management and reduce negative impacts on ecosystem functions and biodiversity. All localities can formulate and revise the regional biodiversity protection action plan and plan in combination with the actual situation, and clarify the objectives and division of responsibilities of biodiversity protection at the provincial, municipal and county levels. Encourage enterprises and social organizations to voluntarily formulate biodiversity conservation action plans.
（6） Formulate and improve policies and systems related to biodiversity conservation. We will improve the compensation system for ecological protection of nature reserves, improve the compensation system for ecological environment damage, improve the identification and evaluation methods and working mechanism for biodiversity damage, and improve the system for combating illegal trade in wild animals and plants. We will promote the recuperation of grasslands, forests, rivers, lakes and bays, implement a 10-year fishing ban on the Yangtze River, and improve the system of fallow and rotation of cultivated land. Implement fiscal and tax policies for individuals or enterprises engaged in seed source import.
3、 We will continue to optimize the spatial pattern of biodiversity conservation
（7） Implement the local protection system. In the land and space planning, the red line of ecological protection shall be delimited as a whole, the nature reserves shall be optimized and adjusted, the protection and supervision of priority areas for biodiversity protection shall be strengthened, and the biodiversity protection and control policies of key ecological functional areas shall be clarified. According to local conditions, we should scientifically build an ecological corridor to promote species migration and gene exchange, and strive to solve prominent problems such as fragmentation of natural landscape, isolation of protected areas and reduction of ecological connectivity. We will rationally arrange and build a species protection space system, focus on strengthening the protection and management of rare and endangered animals and plants, flagship species and indicator species, clarify the key protected objects and their threat degree, and implement different protection measures for their habitat. Select important rare and endangered species, small populations and broken distribution points of genetic resources to build protection points. We will continue to promote the standardization and standardization of protected spaces at all levels and all types of nature reserves and urban green spaces.
（8） We will promote the protection and restoration of important ecosystems. We will comprehensively consider the integrity of the ecosystem, the continuity of natural geographical units and the sustainability of economic and social development, and comprehensively promote the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grass, sand and ice. We implemented the master plan for major national projects for the protection and restoration of important ecosystems (2021-2035), scientifically and standardized the construction of key ecological projects, and accelerated the restoration of species habitats. We will strengthen the protection of key ecological functional areas, important natural ecosystems, natural relics, natural landscapes, various groups and minimal populations of rare and endangered species, and improve the stability and resilience of ecosystems.
（9） Improve the ex situ biodiversity protection system. Optimize the construction of various types of rescue ex situ protection facilities at all levels, such as animal and botanical gardens, endangered plant expansion and ex situ protection centers, wildlife reception and rescue centers and conservation and rescue stations, germplasm resource banks (fields, districts and nurseries), microbial strain preservation centers, fill the gaps in the protection of important areas and important species, and improve the ex situ conservation and breeding system of biological resources. We will scientifically build ex situ conservation communities of rare and endangered animals and plants, flagship species and indicator species, strengthen the research and demonstration construction of alternative habitats for key species whose habitat environment has been seriously damaged, and promote the artificial breeding and wild release of special species. Pay close attention to the file construction, monitoring and management of ex situ protected populations.
4、 Build a complete biodiversity protection and monitoring system
（10） Continue to promote biodiversity investigation and monitoring. We will improve the technical standard system for biodiversity investigation and monitoring, coordinate and connect the investigation and monitoring of various resources, and comprehensively promote the investigation of ecosystems, key biological species and important biological genetic resources in priority areas for biodiversity protection and key ecological areas of the Yellow River, the Yangtze River, Beijing, Tianjin and Hebei, coastal waters and other key areas. Fully rely on the existing monitoring stations and monitoring sample plots (lines) at all levels to build monitoring networks such as ecological positioning stations. Establish a list of indicator species reflecting the quality of ecological environment, carry out long-term monitoring, and encourage qualified areas to carry out periodic investigation. We will continue to promote the investigation, cataloguing and database construction of biological genetic and germplasm resources such as crops, livestock and poultry, aquatic products, forest and grass plants, medicinal plants and strains. The Red List of Biodiversity in China will be updated every five years.
（11） Improve the information cloud platform for biodiversity conservation and monitoring. We will strengthen the development of monitoring equipment and facilities for ecosystems and key biological groups, accelerate the application of satellite remote sensing and UAV aerial remote sensing technology, explore the application of artificial intelligence, and promote the modernization of biodiversity monitoring. Relying on the national ecological protection red line supervision platform, effectively connect the land and space basic information platform, apply cloud computing, Internet of things and other information means, fully integrate and utilize various biological species and genetic resources databases and information systems at all levels, and realize data sharing on the premise of ensuring the information security of biological genetic resources. Research and develop biodiversity prediction and early warning model, establish early warning technology system and emergency response mechanism, and realize long-term dynamic monitoring.
（12） Improve the biodiversity assessment system. Establish and improve the evaluation standard system of biodiversity conservation and restoration effectiveness, ecosystem service function and economic value of species resources. Combined with the national ecological status survey and assessment, a comprehensive biodiversity assessment report is issued every five years. Carry out the impact assessment of large-scale project construction, resource development and utilization, alien species invasion, biotechnology application, climate change, environmental pollution and natural disasters on biodiversity, clarify the assessment methods, contents and procedures, and put forward countermeasures.
5、 Strive to improve the level of biosafety management
（13） Strengthen the monitoring and management of biotechnology environmental safety according to law. Strictly implement the biosafety law, establish and improve the technical support system for Biotechnology environmental safety assessment and supervision, fully integrate the existing monitoring basis, reasonably arrange monitoring stations, and quickly identify and perceive biotechnology safety risks. Improve the monitoring information reporting system, establish biosafety training, tracking inspection, regular reporting and other working systems, formulate risk prevention and control plans and biosafety emergency plans, strengthen process management and ensure biosafety.
（14） Establish and improve the regulatory system for access to biological genetic resources and benefit sharing. We will implement the investigation and registration of biological genetic resources and related traditional knowledge, formulate and improve the catalogue of biological genetic resources, establish an information platform for biological genetic resources, and promote the cross departmental communication and sharing of regulatory information such as acquisition, development and utilization, entry and exit, intellectual property protection and benefit sharing of biological genetic resources. We will improve the responsibility system and accountability system for the examination and approval of access, utilization and entry and exit, and strengthen the supervision and management of the external provision and cooperative research and utilization of biological genetic resources.
（15） Continue to improve the prevention and control management level of alien invasive species. Improve the inter ministerial coordination mechanism for the prevention and control of alien invasive species, and coordinate and solve major problems in the prevention and control of alien invasive species. Carry out the general survey of alien invasive species, and strengthen the investigation, monitoring, early warning, control, assessment, removal and ecological restoration of alien invasive species in key areas such as farmland, fishery waters, forests, grasslands, wetlands, coastal waters and islands. Improve the prevention system of alien species invasion, strengthen the approval management of alien species introduction, strengthen the prevention and control of invasive species at ports, and strengthen the supervision of ballast water in marine transportation. We will promote the layout and construction of monitoring and early warning platforms for exotic diseases of wild animals, build a technical support system for risk assessment and supervision of exotic species, and further strengthen the research and demonstration application of technologies such as early warning sniping, emergency control, blocking and extinguishing, and sustainable comprehensive defense control.
6、 Innovate the mechanism of sustainable utilization of biodiversity
（16） Strengthen the research on the development and sustainable utilization of biological resources. We will carry out investigation and Research on the development of new crops, new varieties, new lines, new genetic materials and crop diseases and insect pests, strengthen the protection and sustainable utilization of wild animal and plant germplasm resources, and ensure food security and ecological security. Improve the biotechnology level of germplasm resource varieties, promote the research and development of alternative resources in brewing, fuel, environment and medicine, and promote the transformation and application of scientific and technological achievements of biological resources in environmental protection, agriculture, medical treatment, military, industry and other fields.
（17） Regulate biodiversity friendly business activities. We will guide and standardize the use of biological resources and develop green industries such as artificial breeding, cultivation and utilization of wildlife resources, transformation and utilization of biomass, and green prevention and control of diseases and pests in crops, forests and grasslands. Further expand the scope of application of demonstration technologies and innovative mechanisms coordinated between biodiversity conservation and Rural Revitalization. Formulate management measures for franchising of operating projects in nature reserve control areas, encourage indigenous residents to participate in franchising activities, carry out natural education, ecotourism and health care in appropriate areas, and build a high-quality and diversified ecological product system.
7、 Strengthen law enforcement, supervision and inspection
（18） Comprehensively carry out law enforcement supervision and inspection. Establish a regular remote sensing monitoring mechanism for ecological damage to the habitats of important protected species, and incorporate the behavior and remediation of wildlife and their habitats under national key protection into special actions such as the central eco-environmental protection inspector and the strengthened supervision of the “Green Shield” nature reserve. Regularly organize and carry out special law enforcement actions for marine summer break (ban) fishing and inland river (Lake) ban fishing, and clean up and ban all kinds of illegal use and destruction of aquatic biological resources and their ecology and habitat. We will improve the joint law enforcement mechanism, severely crack down on illegal and criminal acts such as illegal hunting, collection, transportation and trading of wild animals and plants and their products, and form a high-pressure situation of strict crackdown, prevention, management and control. We will improve the linkage mechanism between administrative law enforcement and criminal justice, establish and improve mechanisms for hierarchical case management, emergency disposal and Listing Supervision, and investigate criminal responsibility for serious damage to important biological species and biological genetic resources that constitute a crime according to law. We will seriously investigate and deal with acts endangering biodiversity in combination with the pilot monitoring of ecological damage along the red line of ecological protection.
（19） Strictly implement the accountability system. We will establish an evaluation index system for the effectiveness of biodiversity conservation, take the effectiveness of biodiversity conservation as an important reference for the comprehensive evaluation, accountability and outgoing audit of Party and government leading groups and leading cadres, and implement lifelong accountability for those who cause serious damage to the ecological environment and resources.
8、 Deepen international cooperation and exchanges
（20） Actively participate in global biodiversity governance. Adhering to the concept of a community with a shared future for mankind, actively participate in global multilateral environmental governance, strengthen exchanges and consultations on key issues, promote the formulation of the post-2020 global biodiversity framework, and earnestly implement biodiversity related international treaties such as the Convention on biological diversity, the Convention on wetlands, the Convention on International trade in endangered species of Wild Fauna and flora to which China is a party, Actively participate in the formulation of international standards related to biodiversity.
（21） Strengthen the partnership for biodiversity conservation. BRI International Alliance for green development and other opportunities and platforms, will strengthen the bilateral multilateral dialogue and cooperation in the field of biodiversity conservation and green development, enhance partnership identification, and promote knowledge, information, scientific and technological exchanges and results sharing, and enhance international influence. Continue to actively participate in the international special joint law enforcement action against the crime of cross-border biological resources trade.
9、 Comprehensively promote public participation in biodiversity conservation
（22） Strengthen publicity and education. Strengthen the publicity and popularization of laws and regulations, scientific knowledge, typical cases and major project achievements related to biodiversity protection, promote the news media and network platforms to actively carry out public welfare publicity of biodiversity protection, promote the construction of biodiversity Museum, and launch a number of exhibitions with bright educational warning significance and incentive effect, Strengthen education and training for local party and government cadres at all levels, and guide Party committees and governments at all levels, enterprises and institutions, social organizations and the public to consciously and actively participate in biodiversity conservation.
（23） Improve the social participation mechanism. Encourage enterprises, institutions and social organizations to carry out activities such as biodiversity protection publicity and education, advisory services and legal aid through government purchase of services. We will improve the reporting mechanism for illegal activities, unblock reporting channels, encourage citizens and social organizations to actively report illegal acts that cause damage to biodiversity, such as excessive fishing and logging, illegal trade and environmental pollution, and support the news media to carry out public opinion supervision. Strengthen the information disclosure mechanism and respond to relevant hot issues of public concern in a timely manner. Establish and improve the public interest litigation mechanism of biodiversity, and strengthen the judicial guarantee of public participation in biodiversity protection.
10、 Improve safeguard measures for biodiversity protection
（24） Strengthen organizational leadership. Local Party committees and governments at all levels should strictly implement the same responsibility of the party and government for ecological and environmental protection and the dual responsibility of one post, further strengthen the construction of relevant organizations, teams and systems, earnestly shoulder the responsibility for biodiversity protection, and promote the synergy between environmental pollution prevention and biodiversity protection. All relevant departments shall earnestly perform the functions related to biodiversity protection, incorporate the work related to biodiversity protection into the content of performance appraisal, implement the target responsibility system, strengthen coordination and cooperation, and promote the implementation of the work.
（25） Improve the capital guarantee system. We will strengthen the overall planning of financial resources at all levels and continue to support biodiversity conservation through existing funding channels. Study and establish a market-oriented and socialized investment and financing mechanism to raise protection funds through multiple channels and fields.
（26） Strengthen the support of science and technology and talents. We will strengthen research on basic science and applied technology in the field of biodiversity conservation and restoration, and promote the transformation and application of scientific and technological achievements. Give full play to the advantages of professional education of scientific research institutes and strengthen biodiversity talent training and academic exchanges. We will improve the talent selection mechanism and management methods, build a team of high-quality professional talents, and enhance the ability of biodiversity protection, compliance, dialogue and cooperation.
