NOGs should be active in participating in global governance. In fact, for a large number of international conventions and protocols, many international NGOs are very willing to participate from the time they are proposed, through many rounds of consultation and discussion, to the final draft. If Chinese NGOs do not get involved, the final draft may be difficult to meet our requirements. The model of international governance is the process of participation and full communication among all stakeholders. It is important to intervene at the earliest possible stage; do not wait until the end to come forward with demands and objections – that would be very costly. At the moment, there is a big deficit in this part of global governance. In fact it can be done better.
Dr.Zhou Jinfeng used examples of six proposals in IUCN WCC, and also the theme suggestion to CBD COP 15 before the discussion of Post-2020 Global Biodiversity Framework to show the importance of NGOs participation in global governance.
