Recently, the Beijing Municipal Bureau of Economy and Information Technology, together with relevant departments, drafted the “Regulations on the Promotion of Beijing Digital Economy (Draft for Comment)”, which is open to the public for comments. On June 5, 2022, World Environment Day, Dr. Zhoujinfeng, Secretary General of China Biodiversity Conservation and Green Development Foundation (CBCGDF), actively responded to the call and suggested that “Beijing Digital Economy Promotion Regulations” should include the expressions of carbon neutrality and carbon equality.
The digital economy is closely related to coping with climate change and achieving carbon neutrality. Scientific and technological innovation can play a fundamental role in discovering, revealing and responding to climate change issues, and promote green and low-carbon transition and transformation. Therefore, it can be said that the healthy development of digital economy is of great significance to promote the carbon neutralization strategy in Beijing and China. However, at present, there is no “carbon”, “carbon neutrality” or “climate change” in the draft for comments.
In today’s world, the energy revolution and the digital revolution are going hand in hand. To this end, Dr. Zhou suggested that the “Beijing Digital Economy Promotion Regulations” should include the expression of “carbon neutrality” to create a number of “Beijing models” for the green and low-carbon smart development of digital economy, and meanwhile ensure that the development of such a digital economy can benefit all people that everyone enjoys “carbon equality”.
