The civil public interest lawsuit of China Biodiversity Conservation and Green Development Foundation (CBCGDF) suing Shaanxi Yanchang Petroleum for environmental pollution has been formally accepted by Xianyang Intermediate People’s Court. CBCGDF has recently received case acceptance notice, the notice of litigation rights and obligations, the notice of proof and other materials from the court.
On March 21, 2022, the Central Third Inspection Team on Ecological and Environmental Protection reported the inspection situation to Shaanxi Province.The inspector pointed out that Shaanxi is an important ecological security barrier in the northwest region, and some prominent ecological and environmental problems need to be solved. Shaanxi Yanchang Petroleum’s mixing process collection device has been imperfect for a long time and the total non-methane hydrocarbon concentration has exceeded the standard for 204 days since September 2020. The Ministry of Ecology and Environment of PRC has also clearly pointed out that Yanchang Petroleum has issues such as imperfect waste gas collection devices in the mixing process, abnormal operation of volatile organic compound treatment facilities, imperfect waste gas collection devices in banburying workshops, and serious unorganized emissions.
In response to the above problems, CBCGDF filed an environmental public interest lawsuit against Shaanxi Yanchang Petroleum and will steadily push forward the follow-up litigation work. The progress of the case will be announced to the public in a timely manner.
