Recently, one of the two proposals put forward by the Biology and Science Ethics Committee of China Biodiversity Conservation and Green Development Foundation (BASE-CBCGDF) on Beijing’s Municipal Transportation Card Technical Specifications Part 1: General Rules (Draft for Comments), the “suggestion to include content related to personal information protection” was adopted by the Beijing Municipal Commission of Transport.
In the draft released in November 2022, BASE-CBCGDF found that the six Beijing local standard drafts, especially the “General Rules” and “Safety Chapter”, lack relevant provisions on “personal information protection”.
In fact, with the upgrading of the municipal bus card system and the implementation of the real-name system, a large amount of personal information and whereabouts have been collected. If relevant information is leaked or misused, natural persons may be troubled or even illegally violated. According to Article 28 of the Personal Information Protection Law of the People’s Republic of China, the whereabouts and traces are “sensitive personal information”, once leaked or illegally used, it is easy to cause the personal dignity of natural persons to be violated or personal and property safety to be endangered. Therefore, it is suggested that these six standards should take into consideration the relevant provisions of the Personal Information Protection Law of the People’s Republic of China and National Security Law of the People’s Republic of China.
