CBCGDF Expert YUE Xiaoguang: From the Heavy Rain in Guilin City to the Construction of Sponge Cities

Recently, the OceanWetlands platform of China Biodiversity Conservation and Green Development Foundation (CBCGDF) received and published the article titled “From the Heavy Rain in Guilin City to the Construction of Sponge Cities” by Mr. Yue Xiaoguang, an expert of CBCGDF.

Yue Xiaoguang wrote in the article: “Guilin City has suffered the heaviest rainstorm in decades, which has had a huge impact on the management departments, enterprises, institutions and people’s lives and work, and has also attracted national attention. It is reported that although the rainstorm and floods continue to have an impact, the overall situation is improving. Up to now, floods in most areas of Guilin have receded. Facing the floods in Guilin, people can’t help but think a lot and think of the construction of sponge cities. Sponge cities belong to the category of emergency management, which means that cities, like sponges, can better cope with natural disasters caused by rain, improve urban ecological environment, and promote green and sustainable development.

Yue Xiaoguang made the following 5 suggestions:

1. It is suggested to issue relevant construction methods and establish incentive and publicity policies. Management departments can issue sponge city construction management methods. Encourage the use of new technologies, new materials, and new solutions to support the green development of urban environment and improve disaster resistance. In terms of publicity, more methods should be used to make the public have a deeper understanding of sponge cities and environmental protection.

2. To further optimize the overall planning design. The concept of sponge city should be integrated into it, and a detailed planning scheme should be formulated. Ensure that it is consistent with the goals of urban development and ecological protection.

3. To increase multi-party consultation and cooperation. More cooperation should be carried out among management departments, industry experts, social organizations and the people, and strategic strategies for key construction and protection should be determined in combination with natural and artificial environmental conditions such as urban terrain, environment, hydrology, buildings, pipelines, and transportation.

4. To strengthen the green treatment capacity of rainwater. On the one hand, focus on upgrading the drainage system, use materials with strong rainwater penetration, use public spaces to collect rainwater, and reduce the negative impact of floods; at the same time, green treatment of collected rainwater should be carried out to promote recycling.

5. To strengthen the combined application of artificial intelligence and meteorological technology. To establish a meteorological disaster monitoring, prediction and early warning system, analyze relevant data in real time, and use artificial intelligence technology to reduce or even avoid the occurrence of disasters and protect the property and life safety of the people.
