INC-4 Concludes in Ottawa: An Important Step Toward Ending Plastic Pollution

The fourth session of the Intergovernmental Negotiating Committee (INC-4) was successfully held in Ottawa.

The meeting aimed to develop an international legally binding instrument to address plastic pollution, including in the marine environment. The meeting reached a high-level draft text and agreed on intersessional work leading up to the fifth meeting (INC-5). Over 2,500 delegates attended the meeting, representing 170 members and over 480 observer organizations. Participants discussed emissions and releases, production, product design, waste management, problematic and avoidable plastics, financing, and just transition. The meeting also decided to establish an open-ended legal drafting group to ensure the legal rigour of the text.

With the conclusion of the meeting, INC-4 set the stage for the upcoming INC-5 in Busan, where delegates will continue to work with a strong determination to reach an international legally binding agreement to end the plastic pollution crisis by the end of 2024.
