In April 2024, the Weifang Municipal Science and Technology Bureau of Shandong Province issued an announcement to solicit opinions from the public on the “Management Measures for Weifang Key Laboratory (Draft for Comment)” to further standardize the construction, operation and management of Weifang Key Laboratory . Firstly, to clarify the positioning and goals of the laboratory. It is recommended that the positioning and goals of the laboratory be further clarified in the first chapter. For example, it can be clearly stated that the laboratory is a scientific research platform that meets major national needs and serves the city’s economic and social development. It is an important carrier for gathering high-level talents and conducting cutting-edge research.
Secondly, to strengthen support for laboratory construction. It is recommended that support for laboratory construction be further strengthened in Chapter 2. For example, funding standards for laboratory construction, talent introduction policies, equipment procurement policies, etc. can be clearly stipulated.
Thirdly, to improve the laboratory evaluation mechanism. It is recommended to improve the laboratory evaluation mechanism in Chapter 2. For example, a quantitative and qualitative evaluation index system can be established to evaluate the laboratory regularly and reward and punish the laboratory based on the evaluation results.
Last but not least, to strengthen forward-looking research on ethical issues in scientific and technological innovation; include “ecological civilization” to “promote science and technology for good, and support ecological civilization and green development.”
