Charting a Course for Climate Action: CBCGDF-OceanWetlands Proposes Three Measures for Low-Carbon Shipping

CBCGDF-OceanWetlands WG Offers Suggestions on “Draft Regulations for Certification of Compliance with Safety Operation and Pollution Prevention Capabilities of Shipping Companies and Issuance of Ship Safety Management Certificates”: Promoting Low-Carbon Green Transition and Climate Change Response

The shipping industry serves as the lifeline of global trade transportation, accounting for approximately 80% of global trade. It is also one of the major sources of greenhouse gas emissions worldwide, with estimates suggesting that the shipping industry’s greenhouse gas emissions account for about 2.5% of the global total, and with further growth expected as global trade expands. Addressing climate change and achieving low-carbon development are common goals globally, and the shipping industry, as a crucial transportation sector, must actively participate in these efforts. Low-carbon development not only reduces the environmental impact of the shipping industry but also contributes to achieving China’s “dual-carbon” goals and enhances the competitiveness of shipping enterprises worldwide.

Recently, relevant authorities released the “Draft Regulations for Certification of Compliance with Safety Operation and Pollution Prevention Capabilities of Shipping Companies and Issuance of Ship Safety Management Certificates (Consultation Draft).” In order to help scientific policy-making, the China Biodiversity Conservation and Green Development Foundation (CBCGDF), through its “OceanWetlands” working group, responded actively to the call for comments and, after careful consideration, proposed the following three recommendations.

Recommendation One: It is suggested to further clarify the purpose of these regulations in the “General Principles” section, emphasizing their role in promoting low-carbon development in the shipping industry and addressing climate change. Specifically, it is recommended to consider refining the definition of “Ship Safety Management Certificate” to include “both temporary and formal safety management certificates, covering relevant requirements for ship low-carbon and climate change response.”

Recommendation Two: It is recommended to specify the relevant requirements for low-carbon development and climate change response in the scope of application, such as the control of ship energy efficiency and greenhouse gas emissions. Specifically, it is suggested to expand the responsibilities of the “certification and accreditation bodies” to include their specific responsibilities in promoting low-carbon development and climate change response in the shipping industry.

Recommendation Three: In the “Chapter II Application and Acceptance” section, it is suggested to include additional information on ship energy efficiency and greenhouse gas emissions in the application materials, such as the Ship Energy Efficiency Index (EEDI), Ship Energy Efficiency Operational Indicator (SEEOI), and greenhouse gas emissions inventory.
