The General Office of the Ministry of Ecology and Environment recently issued a notice to publicly solicit opinions on four national ecological and environmental standards, including the “Technical Specifications for Application and Issuance of Pollution Emission Permits.” The Low Carbon Workshop of China Biodiversity Conservation and Green Development Foundation (CBCGDF) actively responded to the call, organized discussions, and actively contributed to scientific decision-making. After careful study, the following six suggestions were put forward.
1: In the terminology section, it is recommended to improve relevant definitions.
2: In 4.1.3.2 Main production units, it is recommended to add specific instructions.
3: It is recommended to improve 4.1.4.4 Toxic and harmful ingredients and proportions of excipients.
4: It is recommended to improve the 4.4.4 factory boundary environmental monitoring part.
5: In section 4.4.5 Sampling and Measurement Methods, it is recommended to add specific instructions.
6: In section 4.4.8 Self-monitoring information disclosure, it is recommended to add a description of the disclosure of information.
