CBCGDF Receives Response to Information Disclosure Request: Regarding Tianjin Binhai New Area Marine Ecological Restoration Project & Relict Gulls


In March 2023, responding to reports from local community members about a significant decrease in seagull populations attributed to the Tianjin Ecological Restoration Project, researchers from the China Biodiversity Conservation and Green Development Foundation (CBCGDF) conducted a post-assessment of biodiversity impacts in Tianjin. Subsequently, they submitted a request for government information to relevant departments in Tianjin, seeking access to the Environmental Impact Assessment (EIA) report related to the ecological restoration project.

On April 17, 2024, CBCGDF’s Policy Research Office received a letter from the Tianjin Binhai New Area Marine Bureau.

The letter indicated that the bureau had reviewed the government information disclosure request submitted by the China Biodiversity Conservation and Green Development Foundation. In accordance with the provisions of the Information Disclosure Regulations, the Tianjin Binhai New Area Marine Bureau decided to disclose the following information: the feasibility study report, environmental impact assessment report, approval documents, and project approval documents for the 2022 Tianjin Binhai New Area Marine Ecological Restoration Project. These documents will be sent via email to the China Biodiversity Conservation and Green Development Foundation’s email address (v37@cbcgdf.org).

The letter further stated that, upon searching, the bureau did not find the completion and acceptance report for the 2022 Tianjin Binhai New Area Marine Ecological Restoration Project that CBCGDF had requested. According to relevant provisions of the Government Information Disclosure Regulations, this information was communicated to CBCGDF.

Post-Assessment of Biodiversity Impacts (PAOBI) refers to the process of evaluating and monitoring the effects on biodiversity resulting from specific projects, activities, or policies after their implementation. The goal of PAOBI is to assess the actual impacts of a project or activity on ecosystems and biodiversity and determine whether intended conservation and restoration objectives are achieved. This process involves identifying assessment objectives and indicators, collecting and analyzing field survey and monitoring data including biodiversity metrics (such as species richness, population numbers, ecosystem structure) and relevant environmental data (such as soil quality, water quality), and comparing these findings against baseline or expected outcomes to assess the realized impacts of the project.
